Eligibility
Age 21 to 65. No minimum income required.
By invitation or application
Open to C-suite executives and company founders, Web3 and fintech key opinion leaders, community owners and content creators, and top DeCard spenders. All applications are subject to review and approval.
Membership fee
An annual membership fee of US$388 applies and cannot be waived. As DeCard Luminaries is an SGD-denominated card, the fee is charged in Singapore dollars, so the final amount may vary with the exchange rate applied at the time of posting.
How to get verified
Singapore Citizens and Permanent Residents verify with Singpass. Other pass holders and foreigners submit identity and proof of address documents, with in-app instructions guiding you through the details.

The questions we hear most about Luminaries membership, fees and getting your card.
Register & log in. Register and log into the DeCard App, then go to the Card page and select DeCard Luminaries.
Complete the card application. Confirm whether you are a C-suite executive or a Key Opinion Leader. Once your initial eligibility check is approved, start the application and identity verification, with 2 methods:
- Singpass: for Singapore Citizens and Permanent Residents.
- Upload passport and proof of address: for foreigners.
Then complete and confirm your personal, residence and employment details.
Transfer funds. Once your Luminaries application is approved, you'll receive a virtual card with a starting credit limit assigned by DCS. To transfer funds:
- Go to the D-Vault page and tap "Pay to card".
- Select the currency or stablecoin you want to transfer.
- Follow the on-screen instructions to complete your repayment.
An annual membership fee of US$388 applies. The virtual card is activated once the fee has been paid.
Upon payment, you'll also receive a premium physical metal card valued at US$100, embossed with your name, plus exclusive Luminaries benefits: 0% FX fees worldwide, up to US$200 in monthly cashback and 2 complimentary airport lounge visits.
